EU reaches compromise on network for criminal records

European Union justice ministers reached a compromise Thursday to put criminal records within the bloc's 25 member states onto a shared electronic network.
But the compromise was reached only after a proposal from the European Commission for a central register was dropped.
However, a register will be created for the criminal records of people from non-member states.
Luxembourg Justice Minister Luc Frieden, whose country holds the EU's rotating presidency and who backed a central registry, said: "The European criminal record (register) did not get an agreement".
The electronic network of criminal records should allow a judge in one country to have much quicker access to the files of a suspect's legal history in other EU states.
A magistrate is supposed to be able to get a response to an emailed request for legal records within 10 days compared with at least several weeks now.
The network will build on the experience of a project to put criminal records in Belgium, France, Germany, Spain, and soon also Poland, on a shared network by the end of the year.
